It would be an interesting idea but in practice the richest clubs are never going to agree to something that will reduce their competitive advantage and they will take it to the courts.
It needs 14 to vote for it. Some think on 12 or 13 will. In the last season only Chelsea went over the cap. Man United and Arsenal were miles under it.
The Premier League, and the incoming independent regulator, need to be careful not to over-regulate the league. There are parts of elite English football that drastically need changing but there also many good parts that have led to the PL becoming the league it is today. For football to truly change for the better it needs to be a global commitment and without that heavy restrictions on PL clubs will only make the league comparatively weaker against other top leagues in Europe.
It's hard to say, it depends how far the league falls really. I know PL clubs could definitely provide better opportunities for academy products but the exorbitant wealth of PL academies is a big reason we're even producing the quality of players we are at the minute. They essentially make up for our completely substandard grassroots infrastructure/coaching numbers.

Clear and obvious has never applied to offside. Offside is an objective decision than subjective decision. If they could work out how to rewrite the law to maybe have more leeway I suspect Fifa and the members of the IFAB could agree to change it,
Yeah, I don’t care about the wording or the current rules but it’s a load of nonsense and anyone can see that it’s a joke to have offsides called when there’s no clear advantage gained. Sorry, I just can’t stand it.
They will need to rewrite the relevant law of the game to change anything. They could probably do that for 2026 going by how it normally takes about two years to do so - longer if they demand trials.
How Michael Oliver didn’t see that as a penalty is bizarre to say the least considering he was about a metre away. He’s supposed to be one of our best and should be embarrassed that he couldn’t see that! lol
