Mostly places that are miserable during the summer, but maybe that's the point? Why get soft playing in the Bay's perfect weather?
Plenty of host cities aren't on that list--no Seattle, Vancouver, New York, Miami. As I understand it, there will be both team base camps and venue-specific training sites for teams to use temporarily when they fly in for a game. Also with 48 teams I assume more base camps will be added.
Base camps (i.e. a club's facilities) are selected for the quality of their training facilities and travel time to games, with lesser consideration for nearby amenities like beach, golf, fun, etc. If a team only anticipates one game here, they wouldn't stay around here. Can you imagine England or Germany using the Quakes facilities and being happy about it? No way.
